Does it show up in ADB? Can you get into fastboot mode?

Sound to me like your fastboot and recovery is corrupted but no worry, this is fixable if window recognized the device. Prior to running QDL tool, with phone power off, press and hold VOL up button then press Power ON button, release both buttons after 1 sec and then plug in your data cable. Now check your computer device manager for driver requirement, if so then install and then try QDL tool repair again. I recently had the same issue but I was able to resolved this issue and now my streak is on Steve Froyo 2.2 v1.5.3 again. PM me.

See this is where is gets weird...

My phone detects the PC in fastboot mode but when i put it into recovery mode e.g. vol up and power and plug in cable the computer doesnt say anything at all and ive gone to device manager and theres nothing there...

so if theres a solution to do straight through fastboot i can probs do it if im not im really stuck =(((((

you don't need to go into recovery if your phone is doscovarable in fastboot...

you can do everything via adb in fastboot

well to get in diagnostics mode, you hold vol up ONLY while the streak is off then plug it in to run the QDL tool. No power button, the streak should look like it is off.

This is going to sound silly but if the Recovery img is a Folder C:\Streak

What would i type in to CMD to flash the img?

Ok thanks for this after some time messing around ive managed to get it back to working on the Dell Build 2.2 (buildnumber 12821)

Now before i mess it up again can i check to get it to Steves 1.6 all i need to do is:

Root the streak using Superboot? (can somone supply me a link to the Superboot i'm supposed to use?)

Flash on ClockWork

Use Clockwork to install 1.6?

Sorry about this but when i got my phone it was already rooted and clockwork was installed so im abit new to this aspect of upgrading =)...
