Google-Apps in CustomROMs and license

I'm just wondering about one thing: In year 2009 CyanogenMod had lots of trouble with Google, because they cooked Google-Apps into their ROMs and harmed Google's Copyright this way.

Since then, you have to install GApps separately.

Now MoDaCo still cooks everything into one ROM, even protrietary Parts from HTC etc., not only Google. Didn't anyones lawyers complain about it yet?
