Yes 3 SIM's work in unlocked San Fran without issue. If you are in a good 3G coverage area, then you will find 2G roaming has been disabled so you will get no signal. I was in north east scotland last week and my San Fran with 3 PAYG SIM roamed onto Orange 2G without problem, as the 3 signal there is marginal, as they've only just arrived (no other 3G services there at all!). The 3 terms of use say if they find you've used the SIM in a non 3G phone, or a 3G phone set to 2G only mode, they will disconnect the SIM without warning.
