Creating roms

I did a quick search on here with no finds :huh:

and I've search the internet an downloaded alot of stuff, but still not anywher closer to figering out what software I need to mess about with roms, I dont know anything about making roms but I want to learn :P is it hard? I do stuff like php, vb pascal etc. so i like messing with code if thats what creating a rom is like.

Is there any nice list of software and a quick how to get on your feet guide? i know how to flash stuff over etc just dont know how to build roms
