I don't have a Vega (yet), but on every Android device I've owned, there is a hosts file in /system/etc. I'm pretty sure you would need to root the device before you could update it though.

I have a Amahi server now - http://www.amahi.org/ - brilliant bit of software and some damn useful web apps for the Vega too, but the Vega is the only device on my mixed network which seems unable to resolve by name.
