Advice - Help getting back to 1.71 etc

Hi,

I recieved my Dell streak back from Dell after an internal card problem, and its now on:

2.2 build 12821

I want to get back to Stephens 1.71 or 1.81

Can i root this device, fastboot the custom recovery image and restore my nandroid back up?

Or do i have to install certain builds in order? and if so, what order?

Can someone confirm if possible, that if i flash the new baseband, that a nandroid restore might work? Or confirm that that isnt possible?
