Unlock bootloader help needed

Hi - this is my first attempt and things seem to have gone a bit wrong.

I want to use superboot and reckon I have to unlock the bootloader to make this work as it's shop bought at Carphone Warehouse.

I've downloaded sdk and everything there is on there, pdanet - you name it!

When I get to the cmd.exe bit for fastboot oem unlock it just hangs at <waiting for device>

I'm totally stuck on the first hurdle. None of the guides I've found yet tell you what to do if things don't go to plan, so if anyone has any tips I'd really appreciate it. As a first timer I don't have the knowledge (yet) to sort it myself.

Have you turned usb debugging on on you phone?
