Help: Shutter speed question

Hello everyone! is there a way to increase the shutter speed of this phone when taking pictures. I noticed that after pressing the capture button it takes about 4secs to actually get the picture. so any movement between then results to blurred pictures.

Is there a way to decrease the shutter speed or capture time?

change scene , try using some motion scene setting , or which one prefers you ,
