If it doesn't say three to three its safe to say for all networks.

Don't think that's entirely fair - it's like anyone else - people only tend to moan about the bad service they get, never praising the good. In the 4 years I've been with 3, I've never had a bad customer service yet - one was slightly difficult to make out, but his ability to do his job was fine. On the other hand some of the other telco's have been horrendous - when I ported out a Tesco mobile number years ago, the name they gave me on the letter was almost abusive.
