what are bin files/how to flash

i recently bought an acer liquid e, i flashed leos gingerbread but i cant seem to get a 3g internet connection, i only get edge. i've read some other topics and they said you have to flash the latest bin (4.008.08.EMEA.VFIT_bin.zip ) to get 3g. is this a rom, if not what is it

a bin file has to be flashed through the acer tool a rom can be flashed through recovery usually a bin file is released from acer at least all the ones i have found are hope that helps is data turned on it could be the problem with 3g
