Language support region specific?

Hi,

i just got a Desire S from the Czech Republic and i can't find german language in it. Is it possible that there are localized versions out there, each supporting only the languages for the actual region it is supposed to be sold in?

Is it possible to install a different official ROM containing german language without rooting and loosing the warranty?

AFAIK you can download Morelocale 2 from Android Market and have German language without loosing warranty
