AT&T build.prop settings for 3G

Of course StreakDroid already has the radio interface layer edits to the build.prop built in to the ROM. Stock and SimpleStreak do not.

The ro.ril settings increased my 3G connection about 4x faster. Average download speed before ro.ril is 729kbps. After, 2812kbps.

...I went ahead and added this info to my /data/local.prop which does not get overwritten like the build.prop does when I push a new ROM on.
