[Qualcomm MSM7227] Same chipsets mean same processor speed?

Sorry about the silly question, but does the same chipset mean same frequency ?

I've seen quite a few low-end cell phones use the Qualcomm MSM7227 (along with Adreno 200 GPU), but they all have different processor speeds (usually 600 MHz or 800 MHz).

Is this because of the kernel ? Or the clocking under stock Rom maybe ?

there are two msm7227 cpus, one runs at 600 mhz, the other is a msm7227-1 (also known as a msm7227 turbo) that runs at 800mhz.
