Seems that it's been featured on a few other forums as well, so the guy's website has gone 509 - a bit of a shame, because it shows you how he built it. From what I remember, it started life as an RC tank with BB firing turret. He had to remove the turret to fit the microcontroller board (IOIO USB for Android), some other electronics and, of course, the San Fran. So you can see it all in action, I've posted the youtube link of the guy testing the tank. In my original post.
