They must be using some sort of web cache since it 404's for me locally but not when I connect bck to my office In Calif yes looks like someone is fscking with the bgp tables as from france it appears the server is in the uk and doesn't work (nor does it from the uk). down the vpn to the usa its showing as being in china, and works (kind of, had a 404 on the 10th zip for a moment). I don't know what Phoenix is planning to do with her repo but the kernel code on mine will eventually be modified to support CyanogenMod 7 for both the ZTE Skate and ZTE Blade.
