As I know, here, BIN is extracted from Acer's official or leaked firmware and includes Acer's baseband and ROM built-in.

Whereas a custom ROM is what you flash to replace the built-in Acer ROM.

So, yes, you can flash a BIN without needing to flash a custom ROM.
