Really new and need help

I got this Chinese 7'' tablet, WiFi only, I live in a country where VOIP is blocked, I thought like any other Android OS, there with be the settings for VPN, but unluckily in this device I cannot find them under Network settings, what can I do? upgrade, downgrade? it is very important to me to connect VPN...

Secondly, when I try to download some apps from the market, it says device not compatible, any solution?
