Market - can't get paid market apps

Newbie question

i'm using honeycomb ver9n with update 3. I can access the market and can download free apps but get a greyed out accept and buy tab when trying to buy apps.

i'm in the uk and assume there should be access to paid apps

i have also created a google checkout account different from my gmail one and still have the same issue

any advice will be appreciated

You've associated your vega with the google mail address connected with the checkout account ?
