Call settings error advice required

hello all and good evening i have a problem

what ever i do, any sim card i try i get a signal but carnt send messages or make calls. when i enter the call settings i just get a call settings error called 'network or sim card error'.

i think the problem is i installed a new rom to get out of a pattern lock on the phone, while the phone was locked to orange. NOW the rom thinks its unlocked but the phone is still locked so i get a signal and carrier name but no reception. im probably wrong just getting fed up trying to fix phone

this is now resolved the phone was blacklisted rang orange and they lifted the block now works as should
