How to add a PowerMenu and CM7 notification bar to any rom?

What do you mean by CM7 notification bar? I haven't used CM7 for a long time so not sure what features are in it. If you mean the power widget in the notification area then its a similar method to the powermenu but editing systemui.apk. You add the quickpanel xml file, add the quickpanel smali files, and edit one of the status bar xml files IIRC.

KonstaT has made a "CM7 look-a-like Notification Power Widget" for GSF and MMHMP. Look for them in themes and design section.
