process com.android.phone stopped unexpectedly?

Ok, so I have moldavan, the latest one. Wiped cache and and factory reset before doing a TPT. Phone was working great, up until, i selected "reboot" from the settings you get after hard pressing the power button? Now when phone loads up, this message keeps appearing and phone just generally does not work? Its happened twice now, and rewiping and resetting from scratch, DOES solve it, however, I would like to know, why pressing "reboot" is doing this? As its very time consuming and annoying having to keep re-installing all my apps.
