Slow charging - cable the culprit

I bought some extra USB cables for charging and USB transfers at work aswell as at home... got them from ebay:

However, when I use the cable with the ZTE charger, the phone charges at a stupid slow rate, similar to charging off a USB port. After closer inspection, the new cables are thinner than the one supplied with the phone, and it does not have 'USB 2.0 High Speed' (something like that) printed on it. It does have printed on it, 'B57886 TYPE 75°C FULLY RATED 4C+1/28AWG'.

Is this cable below par?

I purchased those exact cables and they didn't work for me either. Seller refunded me. I tried countless others, including supposedly "Genuine Nokia cables" which are supposed to work, but none did.
