It works fine here in Greece too but there is nothing to update... I dont think think is UK only you can get it from other countries ZTE's links too and is the same tool...

after further investigation this person has only posted this link, and the only other post not to do with these links, states to take a broken phone to a authorised zte repair center, possibly works for zte?

What's the version of your mobile phone before update? The way to check your version is:Menu---Settings---About phone---Version

yes, it works for ZTE. You can also find the link in ZTE official website, because I fine it there.
