Well then you are in luck as Rdio.com has now expanded their territory to include the UK and France. You can download the Android and WP7 apps now from the respective markets, as well as the desktop apps from their website. Rdio is a direct competitor to the current King of Streaming Music - Spotify. Where Rdio stands above Spotify is in the client side - their apps are just much more user friendly. The downside right now for Rdio is the size of their library. At first glance you may think there are a lot of albums available, however this may not be the case. You will likely find tracks that you want to listen to are blocked outside the US. I expect this is a licencing issue so hope that Rdio can remedy this soon. My favourite Rdio feature is Collections. With Spotify you are required to build playlists, with Rdio it is much easier to add whole albums to your collection and activate for offline listening.
