Camera Quality and Hardware?!

I originally bought this phone as Telenor Touch Plus and with their firmware and ROM and lgcamera app i was able to record videos with 640x480 at 5mbs h.264 MP4 with maybe 12-15 FPS.but with these custom ROMS the best i can is 640x480 at 3mbs and h263 wich really suck i mean the quality is nowhere close to h.264 and the FPS is the same.

Now since im new to the whole android thing in general im just wondering is it possible to mod the camera driver or something to increase the quality?

With CM7/CM9 ChipsNFish (the only custom roms i tryed so far) everytime i try to record in h.264 it says record failed.

Can we and how can we make h.264 standard since its clearly hardware capable.

P.S. If i find the recorded video i will attach it.

I think this would be in system/etc/media_profiles.xml - do you still have access to the Telenor version of this file? Could be useful for comparison.
