Google Play problem

Hello.I'm new on this forum so i wanna say hello to all members.I have one problem,i can't download applications from google play with 3g and with wifi i can.Also my 3g is not slow and when i'm downloading something with the browser it is not slow.I can search google play too,but when i hit install button it sas downloading,and that's all.And the blue and white lines are moving.And that is that.Pls help me.

You don't have "update over wi-fi only" ticked in Play Store Settings do you?

Go into settings/ manage applications / all applications scroll down and find Google play app then wipe the cache option. If it still doesn't work repeat as above but this time wipe data also , after which you will need to except there terms again and it should work fine.
