block number?

is there a way to block a number on this phone without the use of an app?

Not sure if it's just infusion or ics in general but i go to a contact then left soft button, send all calls to voicemail

On ICS create a contact for the number. In the contacts app view the contact and from the menu choose to send all calls to voicemail.

Well, if you need to block a number completely, without an app there is no possibility to do that on the phone. You can also contact your service provider to block that number. Most of the apps works on application level, I havent seen one application that would block call completely, it just hangs up the call or deletes a sms message.
