Is it normal for stock based ROMs to have insanely quick transitions (animations)?

I've just gone from CM 7.2.0 to a MoDaCo stock based rom (tried one from XDA as well) and all the transitions are incredibly quick. I've now set them to very slow in spare parts and they're about the same speed as they used to be, but spare parts settings don't work on all the transitions, like the screen-off one.

Is this a normal change? I remember using stock based ROMs from back when V20a was the current ROM and the transitions were of a normal speed, but now they're insanely quick. Is there a fix or is this a new feature?
