Failed to unlock Softbank 003Z

I have a Japanese Softbank 003Z (ZTE Blade) that I've tried to unlock with no success. I've followed all instructions to the letter but I never get prompted to input the unlock code after inserting a non-Softbank SIM. It doesn't even recognise any of the dialler key codes either. I got so fed up with trying I flashed it to Cyanogenmod 7.2.0 but nothing has changed... Well, Cyanogenmod 7.2.0 is miles better than the 2.2 version from Softbank so something has changed :)

The SIM I tried with is a UK Mobell SIM (Won't work in Japan) Could not having a signal be the problem? I don't want to buy another phone in the UK unless I really have to, I rarely use phones anyway and only go to the UK once a year, but since I'll be travelling with a group of people soon it might be useful to get in touch with each other if someone gets lost.
