Can someone create rom for Blade II European model!

Hello as the title says i would really like to know if someone could create an ics jb rom for the european blade ii(Link below)

ZTE promised ICS for it back at MWC2012 but aint fullfilling their promise.....

Any help would be greatly appreciated :)
