Grand X Tegra 2 Hebrew Rom?

Hello.

i have the ZTE V970 Tegra 2 model.

i want the whole interface to be in hebrew.

morelocal2 doe's not make all the menues in hebrew.

i did not find any rom the contains hebrew in language settings.

can someone make a rom with hebrew?
