Can I upgrade ROM but keep original Notification bar?

Hi there- I really want to upgrade my Vega Tablet to a newer ROM but I dont want to loose the Big Original Notification Bar at the top with the apps running and battery power and time etc and large Home Icon - is there a way I can upgrade ROM but keep the original Notification bar and also if possible the whole original interface of the original Vega Tablet? Thanks.
