What Smartphone would you recommend/advise me to get?

The phones I have in mind are : Samsung Galaxy S2 , Xperia P, Xperia L , Samsung Galaxy Grand ,LG Optimus F3 ,LG Optimus L5 II Dual E455

Note that I prefer to have a phone which cost less than 250 $ ( I'm not rich )

You might want to wait a couple of days and see how much the Motorola X costs. It's rumored to be less than $250.

Out of the ones you mentioned, I think the Xperia P and Galaxy S2 are the best. Also consider the Galaxy Nexus (i9250), which is a little better than the Galaxy S2.
