There are 3 possible causes. Your bootloader is locked. You are on wrong baseband. You use a not suitable recovery.

If the ROM is for your phone, It will install with the device check too. If it is not for your device, you are just risk that you brick your phone. Status 7 is not the code for wrong device. I've had same problem when tried installing custom rom for the first time. You have to install a newer version of clockworkmod recovery. Mine is 6.0.4.0 and works fine for 10.1 and 10.2 which I've been using.
