No that is just a gui ie front end for fastboot, the first step to building a rom is first making your stock rom flashable, until you can flash a stock rom on your device, trying to build a rom is a complete waste of time.

 

Once you can flash stock rom, then you can start modifying it ie it then becomes a custom rom.
