I did a factory reset of my Hudl whilst rooted and ended up having to do update and somehow ended up in bootloop with the only thing accessible being recovery. Is their any way to get back out of it again?

I had a similar problem recently, I did a factory restore from recovery, it wiped everything & I had to re-root but it sorted the boot loop.

This may not help, as resetting the hudl does not remove root, what you probably have is missing system files, if this is the case you need to use Pauls method(see first post) to copy a rooted system image to your hudl.

You can then reboot and the OTA will install.

I can't get the tablet to turn on to turn on usb debugging.

Have you tried a factory reset from recovery to see if the device will then boot?
