Moto E or F1 mini

Hello everyone.  I'm buying a new phone for the wife and I have got it down to these 2. I can see that ram and internal storage are the same but the F1 mini has a faster processor. 

What is the difference in performance between the 64bit android 4.4 and 32bit android 5.x ?

I see the camera on the F1 mini is 8mp but it is interpolated from 5. Would this make a big difference when compared to the moto E? 

The main thing for the Mrs is the camera.  I would also like a device that will run smooth for a while.  Is the F1 mini due an android update? Have I missed any other devices in the £80 range?

I have done a bit of reading but the last phone we got was the blade V and I wished I got the moto G soon after!
