SIM free vs. Carrier branded (tethering)

What do carriers put into the ROM that allows them to see if you are tethering? Is this the case for this phone. As I think SIM free phones allow you to teather.

Anyone know anything about this?

Used to be via browser agent. But maybe they have better ways to detect now

Surely it's down to whoever your carrier is, not whether the phone is sim unlocked?

No, I thought certain phones allow you to teather even if it isn't on your plan. These phones are like Nexus phones and factory unlocked phones. I wanted to know what do carriers implement into there ROMs that letbthen know you teather. Or does Android let you teather ni matter what?

On iPhones the option can be hidden if the carrier doesn't allow tethering.

it is very carrier specific...
