Orange Provided Unlocked Phones?

OK, this is mighty weird but according to: 'http://msdn.microsoft.com/chats/mobile/mobile_121002.asp' Orange will 'officially' unlock the SPV for developers. :?:

I know this conversation :) ... Cause I was the one that asked most of these questions even though most of the names have been edited out. I would love Andy's response today. So far I have registered and been asked for a Color Brouchure of our Products. Products that I would not have if it wasnt for the cert. hack. Hence I think they have something wrong with understanding the process of development. Its not that u market the product before development.
