Charge for switching numbers on FS Broadband

I'm on Freeseve Broadband at the moment. Called up cust. services to find out how I could switch to another line at home. The answer "Pay £75 quid first!"

Didn't that apply only to 'Changing Location' ?? I'm not exactly changing location am I?

Has anyone else had this sort of issue with Freeserve AND resolved it?

Also I would like to know how the other BB providers handle this matter.

I have just moved house and have my Broadband with BT

For all their faults they have activated me at my new address and how much did it cost me?
