Program Memory vs Storage Memory whats the diff...

In all explorer, under properties and in memory what is the differance between the Program Memory and the Storage Memory. Where in the phones memory does it decide which is which. I believe the two are not part of the storage card as I have a 128Mb card and this isn't registered.

Storage Memory is used to store (like the hard disk on a PC). Program is used to run programes (like RAM on a PC).

Is there any way you could change the amount of storage and program memory? For Example, on my old PPC, I could bring the program memory right up to play larger games.
