Dialing Phone Numbers/Intelligent Dialing

When I dial phone numbers, I usually expect to only dial a few numbers, then pick the number from a list of possibilities.

This doesn't always work. Sometimes the numbers that should show up do not. But later, they do.

Any reason for this inconsistency?
