I believe it's a much more efficient compression technique than MPEG-2 but I don’t know much more than that. What I specifically want to do is generate the BEST quality video files with very strict bitrate limits. I want to cap the bitrate at 128kbit/s and/or 384kbit/s but produce the best quality. Is DIVX the encoder to use? What software do I need? How do I maximise quality with a certain bitrate cap? Can these files then be streamed over a network/Internet connection? Thanks in advance.

Can these files then be streamed over a network/Internet connection? Thanks in advance. DivX is based on the MPEG4 codec but isn't actually. Version 3 was almost a rip from Microsofts MPEG4, but now its evolved into its own thing. So far it seems to be the best for compressing high quality (Almost DVD), small size movies. To encode, you need to use a program that can recode your source media. For example, plain MPEG's and AVI's off the web can be recoded in VirtualDub. Things like MOV's will need to be converted, using a program like MOV2AVI (PM me if you want) and DVDs can be encoded using FlasKMPEG or XMPEG. Maximising quality is just a metter of tweaking the settings until you're happy. I can't really help you as there is no guaranteed solution, though multi-passing will help. Streaming DivX is possible, but I'm not sure of anything which will directly stream it for you. Maybe try the DivX forums?
