To install:

Place the .CAB in IPSMWindowsStart Menu on the phone and run it, and then when it has installed, reboot the phone ;)

Its strange thou, there is to my knowledge not a single skin posted that has the source available. Why is that? You see open souce programs everywhere! ... why not images? Pretty interesting question if you ask me ...
