I want to know how to customize wallpaper's etc polyphonic ringtones, themes etc what tools are a must to download?

For wallpapers (backgrounds) and themes all you need is a picture editing app, and for themes you need to learn xml.

For more info and ideas have a look in the customisation section as there are loads of ideas and examples there.

As for polyphonic the E-100 does not support them, only .wav midi0 files.
