Measuring Frame Per Second

Does anyone know of an external program that measures performance of a video player (frame per second, mips)? I want to measure performance across different video players and different platforms.

There is also a way of using javascript/CGI to retrieve FPS stats for embedded video players in HTML. Does anyone have an expample fo this?
