How to upload Data to Phone using IIS and Exchange 2003

I was wondering if it is possible to create a web portal that could send SMTP mail to the phone. If possible does someone have any sample web pages that I can experiment with? What I am looking for is something similar to http://www.t1mmy.net/vision/

What kind of data you looking to send? CABs or something?

Basically I will be uploading pictures CAB and possibly custom forms that I created using Visual Basic
