Ceating site for vieuwing on SPV

I have a site

I want to create the same site for use in an SPV

What is the best way to do this

Is there a programm for it

can i do it with frontpage if so what type of letter must i use

what is the format for vieuwing on SPV (not 800X600 but ???) so how many pixels

as you can see alot of question has raised to my head for this idea
