Develop software howto???????

I want to develop my own software for mij spv.

1. What language must i learn (i only know vb and a little c++)

2. What tools are out there to help me

3. where can i go for support

hi, i wouldnt't mind some help here too.

im mainly looking for homescreen customisation info.

i.e. how do you make a cab file.

i figure its mostly xml that is used to configure the settings.

anyway, a wee bit help, just some basic advice would be great.
