rom 1.6.4.10 software unlock problem

After updating my spv from 1.3.6.24 rom to 1.6.4.10 rom action register not running(action lock is not running phone is not registered) so i can't software unlock my spv

You should only need to use action register on the first time you decerted.

Have you unlocked the phone before? if you have then you should not

need to run Action Register again.
